One of the important parts of the Salient Features of the SK Reform Law is the Sangguniang Kabataan Mandatory Training that required all SK Officials before assumption of office. It was a one day activity that tackled mostly on all aspect of the law including their functions, roles and responsibilities.
As months passed by, most of the SK Officials still have difficulties and weaknesses which hinders them to do their functions, roles and responsibilities effectively in terms of documentations, processes and undertakings (minutes making, crafting resolution, planning & budgeting, etc.). This is applicable to most of the SK Officials in the country.
As per the Implementing Rules and Regulations (IRR) Rule V, Sec. 30 (f) of the Republic Act 10742 also known as the Sangguniang Kabataan Reform Act, which states the “CAPACITY-BUILDING AND ORIENTATION TOWARDS NATION-BUILDING AND EMPOWERMENT” that highlights Mandatory and Continuing Trainings and its components to Sangguniang Kabataan Officials in enhancing their roles, competency and skills toward the processes and undertakings during their incumbency.
In partnership with the Department of the Interior and Local Government through the Municipal Local Government Operations Officer and other relevant agencies, the Sangguniang Kabataan Officials, SK Chairperson and 1st SK Councilor, had their first “DALAGUETE SK OFFICIALS PLANNING WORKSHOP 2019” as part of their continuing training. This is for the development and enhancement of skills needed to perform their functions such as planning, program/project management, transparency, accountability & integrity management, and funds allocation & financial management, etc.
Hence, this training is necessary to improve their performance in implementation of their programs, projects and activities (PPAs), achieving smooth flow of document validations. This will also prepare them to easily prepare the Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Plan (ABYIP) all throughout their term.
Along with the 2-day, 1-night in house training workshop, they also learned about Meetings & Facilitation, how to make Minutes of the Meeting, Resolution Making, Problem Identification and Budgeting. It was a mind-bugling activity yet our SK Officials were very eager to learn. Best practices and experiences were shared which can help them in developing the youth in their respective barangays.
