LGU-DALAGUETE BAGS THE GAPAS AWARD AS MODEL LGU SUPPORTING THE IMPLEMENTATION OF PANTAWID PAMILYANG PILIPINO PROGRAMWritten by Ma. Gena Buenconsejo

The Municipal Government of Dalaguete was conferred the Gawad Paglilingkod sa Sambayanan (GAPAS) Award as Model LGU Supporting the Implementation of Pantawid Pamilyang Pilipino Program during the DSWD’s 66th anniversary celebration in Region 7 held at SM Seaside City-Cebu.
As highlighted in SB Member Royce Nikko J. Cesante’s speech during the event, SILAW Program is the key as to why Dalaguete bagged this Regional Award. Started in 1999, the Program is a package of projects, services and activities initiated to help the “ultra poor” families to become self-propelling and active participants in community development. It is a holistic approach that addressed a myriad of issues and concerns affecting the poorest households in areas such as education and literacy, health and sanitation, social welfare and nutrition, early childhood and development as well as livelihood.
Among its notable sub-programs and projects are SILAW Scholarship, Distribution of School Supplies, Payment of Authorized Contribution, Distribution of Medals to SILAW Graduates and Honor Students, Tuition Fee Subsidy at the Dalaguete STAR Center, PhilHealth Coverage, Distribution of Sanitary Toilet Materials, Adult Education and Literacy Sessions as well as Employment and Livelihood Program.
Out of the current 935 SILAW families, 846 are beneficiaries of Pantawid Pamilyang Pilipino Program. This year, the municipal government will conduct a survey to identify families that may be added adopting DSWD’s Social Welfare and Development Indicators (SWDI).
Another program that is implemented by LGU-Dalaguete in support to Pantawid Pamilyang Pilipino Program is the Conduct of Family Development Sessions (FDS) which was handled before by the Municipal Links (MLs). To address the burden of the MLs in conducting FDS while performing their main functions, Mayor Ronald Allan Cesante requested the former DSWD Secretary, Corazon “Dinky” Soliman that the conduct of FDS would be taken care of by the Municipal Government of Dalaguete (MGD). Through a Memorandum of Agreement (MOA) signed between DSWD and MGD, the conduct of FDS has been handled by a team of Trainors hired by LGU-Dalaguete in November 2015. Right now, the MLs is now focused in ensuring the accuracy and timely delivery of data in the implementation of Beneficiary Update System (BUS), Compliance Verification System (CVS) and Grievance Redress System (GRS).
Other programs, projects and activities supporting the Pantawid Pamilyang Pilipinong Program are implemented by various departments and units such as health and sanitation programs of the Municipal Health Office, social welfare and nutrition programs of the Municipal Social Welfare and Development Office as well as the fishery, agriculture and solid waste management programs and projects of the Municipal Agriculture and Natural Resources Office. Also, employment programs and activities are taken care of by Public Employment Services Office-Dalaguete while skill training programs are handled by Dalaguete STAR Center. In addition, programs for persons with disability, people’s organizations and youth are implemented through the Community Development Office.
The municipal government has not only continued to sustain programs and projects benefiting poor households but also initiated and implemented new ones to be able to uplift the lives of target families including those who are beneficiaries of Pantawid Pamilyang Pilipino Program.
