The Municipal Government of Dalaguete (MGD) thru the Community Development Unit (ComDev) has assisted the barangays in organizing youth associations and has initiated projects and activities for youth development. One of these is capacity building that would not only strengthen the organizations but also develop and empower their officers and members.
The Youth Planning Workshop and Election of Federation Officers was held last October 22, 2016 at Dalaguete Sports Complex. It was aimed to help youth leaders in making their own annual plan and at the same time, elect their federation officers. It was participated by 20 youth organizations, namely: Poblacion Youth Organization, Nalhub Youth Organization, Riverside Youth Association, Caleriohan Kabataan Organization, Consolacion Youth Organization, Casay Youth Organization, Lil’ Baguio Youth Organization of Barangay Mantalongon, Caliongan Youth Organization, Manlapay Youth Organization, Obong Youth Organization, Dugyan Youth Organization, Balud Youth Organization, Buco Youth Organization of Barangay Coro, Malones Youth Organization, Manangal United Youth Organization, Kabataang Banhiganon Organization, United Youth Association of Tuba , Obo Youth Organization and San Guillermo Parish Youth Coordinating Council.
Honorable William O. Lagahid, Acting Municipal Vice-Mayor welcomed the participants and encouraged the youth leaders to be more active in their barangays and be more participative in MGD’s programs and activities after Ms. Mayliw D. Sandoval, ComDev Staff, acknowledged the participating organizations. James Russell T. Gelaga, Youth Focal Person, gave the Overview of the Activity while PYCC leaders facilitated an “Icebreaker.”
Honorable Royce Nikko Cesante, SB Member and Chairperson of the Committee on Youth and Sports, gave a short message pointing the importance of organizing the youth and urging youth leaders to be more active and share their talents and skills for the welfare of their members and the community as a whole. He added that government agencies and offices including the barangay and the municipal government could help them fund for their projects and activities.
Mr. Randy Cisneros, MGD Sports Commissioner, talked about the Work and Financial Plan for Sports Development. He pointed out that the Inter-Barangay Basketball League would start as early as December 2016 and that during the first quarter of 2017, the opening of sports such as badminton, chess, boxing, taekwondo, volleyball and swimming would follow. He pointed out the significance of holding sports at the different barangays of Dalaguete in bringing out the best athletes thus giving them opportunities to become varsity players. He added that with Honorable Nikko Cesante as SB Committee Chair on Youth and Sports, he is confident that they could initiate programs and projects to empower the youth and be able to produce top athletes of Dalaguete.
The Election of Federation Officers was facilitated by Mrs. Ma. Gena Buenconsejo. Ms. Julie Ann Trinidad of Poblacion Youth Organization was elected President while Ms. Elvira Ocaña of Malones Youth Organization was elected as Vice-President. Other elected officers are Ms. Rhea Mae Ambrad of Lil’ Baguio Youth Organization as Secretary, Mr. Christopher Aliñabon of San Guillermo PYCC as Treasurer, Mr. Rexon Amaya of Obong Youth Organization as Auditor while Mr. France Harvey Quimco of Casay Youth Organization and Ms. Janel Amaca of Caliongan Youth Organization were elected as PROs. The newly-elected officers took their oath of office before Acting Municipal Mayor Jeffrey Belciña.
The afternoon session started with the presentation of MGD’s 2017 Work and Financial Plan on Youth Development which was given by Mr. James Russel Gelaga, the Youth Focal Person. It was followed by Mrs. Ma. Gena Buenconsejo’s presentation of MGD’s Programs and Projects that benefit the youth.
Engr. Donald Abraham Lara, Head of Municipal Planning and Development Office, discussed about the Planning and Project Management in local government units (LGU). Aside from emphasizing the importance of planning in the participants’ roles as youth leaders, he gave them simple strategies in preparing their annual plan and how to manage the different programs and projects that they have identified and would implement including the procurement and liquidation processes. On the other hand, Mr. Simeon Barrit Jr., Municipal Accountant, explained the Basics of Budgeting and Allocation. Issues and concerns raised by youth leaders were answered by Engr. Lara, Mr. Barrit and Mrs. Buenconsejo during the Open Forum. Afterwards, Mr. Gelaga facilitated the workshop where leaders of each organization were asked to prepare their 2017 Work and Financial Plan on Youth Development which would be endorsed to their respective Barangay Councils for their consideration.
With the enthusiasm shown by the participants not only during the Planning Workshop but also in the previous LGU-initiated activities, the Municipality of Dalaguete is optimistic that these youth leaders would be more visible and involved in the different programs and projects of their barangays thus preparing them to become future leaders.
