MUNICIPALITY OF DALAGUETE ALSO A "VICTIM OF ITS OWN SUCCESS"?
ASAP is the answer...!!!
Three (3) Municipalities of the Province of Cebu namely Dalaguete, Sta Fe and Tuburan was identified for Pilot implementation of the new anti-poverty program of the National Government which is called as the ASAP program. Formally, it is referred to as the Accelerated and Sustainable Anti Poverty Plan that was culled out from the Philippine Development Plan to achieve the country's Millennium Development Goal. The program is aimed to reduce poverty rate from 80% to 20% in the first semester of implementation.
At the launching of ASAP held at the Provincial Capitol Social Hall, last April 30 (Thursday) Director Gen. Arsenio Balisacan of NEDA, the famous chief economist of the country, identified the Province of Cebu as among the first category of province (C1) with rapid economic growth yet with high rate of poverty incidence. Poor households and migrants rushing to be part of the growth failed to participate in the growth and instead contributed to the increase in the poverty rate incidence of the province. Cebu is a "VICTIM OF ITS OWN SUCCESS", said Dir. Balisacan.
The Municipality of Dalaguete thru Mayor Ronald Allan G. Cesante and the ASAP team formulated and presented its own innovative economic program suited to the local condition of the municipality. Our program is targeting various anti poverty responses with inclination on good governance, economic development of farm laborers, employment and training responses, with focus on impowerment of the women sector and other significant responses soon to be presented to the Sangguniang Bayan for concurrence. It is calculated that the final economic program be presented to the Cabinet Secretary Almendras by the end of the month.
ASAP program along with the already implemented various anti- poverty programs that form part of its social services provision for the typhoon stricken members of the poorest poor of the highlands, midlands and the coastal areas will soon be implemented and expected to be achieved in a short duration of 14 months from implementation.
With our high rate of poverty incidence dispite the budding economic progress apparently existing and the anti- poverty efforts initiated by the Municipal Government thru our local Chief executive, is Dalaguete Also a Victim of our own Success?
