sc award 720The Social Pension for Indigent Senior Citizens is the monthly stipend of Php. 500.00 to augment daily subsistence and other medical needs of indigent senior citizens. The indigent senior citizens are those who are frail, sick or with disability and without pension or permanent source of income or regular support from relatives to meet basic needs as determined by the DSWD NHTS-PR (Listahanan: Talaan ng Pamilyang Nangangailangan). The goal of this program is to improve the living condition of eligible senior citizens through augmenting their capacity to meet their daily subsistence and medical needs, reducing the incidence of hunger and protecting them from neglect, abuse or deprivation. It has been implemented region wide in coordination with the Local Government Units specifically the Office of the Senior Citizens and the Office of City/Municipal Social Welfare and Development. The program is in-line with the fulfilment of the obligation of the government to protect the most vulnerable sector through Social Protection and full implementation of the Republic Act 9994 otherwise known as the “Expanded Senior Citizens Act of 2010”.

As of June 2014, the municipality has 209 indigent senior citizens, having the age of 77 years old and above, received their social pension for the 1st and 2nd quarter last October 23, 2014. The social pension pay-out was held simultaneously in 7 different strategic pay-out venues (Casay Barangay Hall, Cawayan Barangay Hall, Poblacion Senior Citizen Building, Mantalognon Barangay Hall, Ablayan Chapel, Dumalan Barangay Hall, and Nalhub Halth Center).

Since the start of implementation of the program in 2011, the LGU has been consistent to facilitate the Social Pension Pay-out. As a result, the turn-out of the paid beneficiaries of the program is constantly high. This is made possible through the valiant efforts spearheaded by the strong leadership and full support of the Local Chief Executive, Mayor Ronnie Cesante; with the full commitment of the MSWDO staffs and day care workers, headed by Ms. Evelyn R. Sarmago and the OSCA head Mr. Benjamin Liston, thru coordination with the Barangay Officials to ensure every pay-out is carefully planned and cleverly placed, with logistics and security.

With this, the LGU is consistent to submit social pension reports and most well organized during pay-out. This contributes to a good practice in the implementation of the program. Thus, the LGU - Dalaguete has been recognized as one of the “Most Consistent LGU with Higher Percentage of Paid Beneficiaries in the Province of Cebu” by the DSWD Field Office VII last November 17, 2014.
