bub1In a joint memorandum circular of DBM-DILG-DSWD-NAPC dated 12 March 2012, Bottom-up Budgeting (BUB) is defined as “an approach in formulating the budget proposal of agencies, taking into consideration the development needs of municipalities with high poverty incidence as identified in their respective local poverty reduction action plans that shall be formulated with strong participation of basic sectors and civil society organizations.” This emphasizes the important role of civil society organizations (CSOs) and basic sector organizations (BSOs) to participate in the preparation of plans and budgets of LGUs. 

The first Cebu municipality that holds a BUB Orientation to representatives of different CSOs and BSOs, Dalaguete has demonstrated its readiness to involve people’s organizations (POs) in the preparation of plans and budget of the municipal government. Facilitated by Ms. Cathy Ruiz of the Center for Participatory Governance (CPaG), the Activity was conducted on January 25, 2013 at SB Session Hall. It was aimed to orient the participants to the BUB approach, select CSO representatives to the Local Poverty Reduction Action Team (LPRAT), select a Co-Chair of the LPRAT as well as agree on the three (3) designated official signatories of CSOs for the Local Poverty Reduction Action Plan (LPRAP). The Assembly was attended by leaders of CSOs and BSOs representing various sectors such as farmers, fisherfolks, women, senior citizens, youth, cooperatives, transport, waterworks and business. Also in attendance were cluster leaders of Pantawid Pamilyang Pilipino program and representatives of community health teams. 

bub2Ms. Ruiz presented the objectives, frameworks and processes of BUB. She also facilitated the break-out sessions wherein group members made an assessment of their respective sectors highlighting on the problems as well as the recommended programs and planned activities. After the presentation of sectoral reports, Ms. Ruiz facilitated the prioritization of projects which was decided based on consensus. The election of CSO representatives to the LPRAT and the selection of the Co-Chair followed. Thus, CSO representatives who will be part of LPRAT are as follows:The Welcome Remarks was given by Mayor Ronald Allan Cesante who emphasized the role of CSOs/BSOs in President Aquino’s development of national programs for poverty reduction. He likewise stressed that the needs of the different sectors have always been considered in the preparation of municipal development plans and budget through consultations and meetings that are conducted by concerned departments and units of the municipal government. Mr. Randel Jayme, the Municipal Local Government Operations Officer (MLGOO), presented the Rationale of the BUB Orientation for Municipal CSO Assembly.

The above-named CSO representatives and selected LGU representatives comprising the Local Poverty Reduction Action Team (LPRAT) was scheduled to hold their first meeting to come up with the Local Poverty Reduction Action Plan (LPRAP) for 2014. The LPRAP will be submitted to DILG Regional Office for consolidation and submission to the National Anti-Poverty Commission (NAPC).
