April 18, 2013 – In a bold and pioneering move, the Municipal Government of Dalaguete (MGD) headed by Mayor Ronald Allan G. Cesante entered into an agreement with the University of San Jose Recoletos (USJR) represented by the President Fr. Enrico Peter A. Silab, OAR. The signing of the memorandum of agreement on Scientific Research and Community Extension Academic Linkage that took place at the DOST VII Science Complex in Cebu City was witnessed by representatives from various government agencies, USJR members of the academe and the department heads of the local government unit (LGU) of Dalaguete.
In his opening remarks, Director Edilberto L. Paradela was “happy for the Municipality of Dalaguete for moving out of its comfort zone.” The Asst. Regional Director of DOST VII also added that such a move would transform weaknesses into strengths. The same optimism was shared by others who were present including Dr. Amelia A. Biglete, Director of CHED VII; Director Angel C. Enriquez of the Dept. of Agriculture VII; and Dr. Isabelo R. Montejo, Executive Director of DENR VII.
“Today is a good day for Dalaguete,” Mayor Cesante began his address. Through Mr. Paul Llido, the Municipal Consultant on scientific research and development, the mayor requested for USJR to help the municipality through technical and scientific support that would shift paradigm from mere reaction from the LGU to data-driven interventions and research-based development programs. This would result to more efficient investments and sustainable projects that can be replicated in other barangays. Dalaguete is 82 kilometers away from the city. Mayor Cesante stressed that the municipality could not just be waiting for the waves of change to smash aground. Dalaguete has to create its own ripples of change.
Fr. Enrico Silab was hopeful that with the collaboration Dalaguete would grow, and both the municipality and the university would prosper together. He believed that no institution has monopoly of knowledge and capability. Partnership is imperative for global competitiveness. He added that the memorandum of agreement was one way of enhancing the university’s academic programs through a more improved people and community relationship.
USJR came in full force. With Fr. Silab was the VP for Academics, Fr. Emmanuel Bolilia, OAR. Dr. Virgilio Abellana, the Dean of College of Engineering, also lent support together with the department chairpersons of the different engineering degree programs. With Mayor Cesante was Vice Mayor Jeffrey B. Belciña and the Municipal Administrator, Rydal B. Cisneros. The following department heads were also present to witness the event: Lilia C. Muñoz, Municipal Treasurer; Victoria S. Matugas, SB Secretary; Engr. Marie Fe V. Zambrano, MCR; Engr. Expedizitas S. Lenares, MANRO; Simeon Barrit, OIC-MPDO; Victor S. Caruz, Tourism Head; and Danny Lumayag, ITSM.
