ENGR. EXPEDIZITAS “ETAS” LENARES

Civil Service Commission’s (CSC) 2013 Outstanding Public Official & Employees

 

engr etas0The Search for Outstanding Public Officials and Employees who have upheld the ideals of excellence, professionalism and integrity in public service is initiated by Civil Service Commission (CSC). The DANGAL NG BAYAN AWARDS is conferred to any government official or employee who has exemplified the 8 norms of conduct of public servants as mandated by RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees. National Awardees will receive a trophy designed by National Artist for Sculpture Napoleon Abueva and Php. 200,000.00 cash prize. Awardees are also entitled to incentives such as bonuses, citations, local and foreign scholarship grants, paid vacations and automatic promotion to the next higher position with commensurate salary suitable to their qualifications.

 The Municipal Government of Dalaguete (MGD) nominated ENGR. EXPEDIZITAS SELERIO LENARES to the Dangal ng Bayan Awards for her exemplary performance and continually living up to the 8 norms of conduct of public servants. “Engr. Etas” as fondly called by friends and colleagues, has served the Dalaguetnons for 26 years. 

 The 8th sibling among 14 children, Engr. Etas was born and raised in Dalaguete. Her parents, Jesus and Purificacion Lenares may have been fish vendors but through hard work and with the help of their older children, 9 of them have obtained college degrees. “Engr. Etas” finished her elementary education at Dalaguete Central Elementary School and at Dalaguete Provincial High School for her secondary education. She obtained her Bachelor of Science in Civil Engineering at the University of Visayas in October 1987. Due to financial constraint, “Engr. Etas” had to work for 4 years before she was able to take a 6-month leave to enrol at a review center in preparation for taking the Civil Engineering Licensure Examination which she successfully passed that same year. She was able to overcome the difficulty and obstacles that she encountered in her journey with her strong faith in God and the support of her family, relatives and friends.

On 1 July 2004, Engr. Lenares was designated as Officer-in-Charge of the newly created department, the Municipal Agriculture and Natural Resources Office (MANRO). The new assignment was a challenge for a Civil Engineer like her but as she tried to live up to the expectations of Mayor Ronald Allan Cesante who had given her the trust and confidence despite her lack of expertise and experience, Engr. Etas has attended relevant trainings and seminars while doing personal research on the different aspects of her department. With her commitment, resourcefulness and hard work, Engr. Etas has persevered through the years and had successfully implemented various programs and projects. Still holding the position of Department Head of MANRO, Engr. Etas leads in the implementation of programs and projects that benefit the farmers and fisherfolks of the municipality. Among the projects that benefit farming communities are Dugyan Dairy Project, Communal and Nucleus Farms, Greenhouses, Rice Production Program, Irrigation Program, Forest Land Use Plan and Bio-Diversity Conservation & Management as well as Livelihood Programs. On the other hand, projects that are beneficial to fisherfolks include Coastal Resource Management Project, Establishment of Marine Sanctuaries and Livelihood Programs.

The Municipal Government of Dalaguete salutes Engr. Etas Lenares for coveting the Dangal ng Bayan Awards. She was one of the Regional winners who were conferred the Dangal ng Bayan Regional Awards at the Social Hall of Cebu Provincial Capitol on September 11, 2013. The Awards Rites was attended by the Mayor Ronald Allan Cesante and some Department Heads of the municipal government. Engr. Etas was also a Dangal ng Bayan National Awardee. His Excellency President Benigno S. Aquino III, represented by Honorable Executive Secretary Paquito N. Ochoa Jr. conferred the awards on October 24, 2013 at the Heroes Hall, Malacañan Palace.

 Engr. Etas truly deserves the award for she has been an exemplar of good leadership and consistently demonstrated performance that is beyond ordinary as evidenced in the successful implementation of programs and projects as well as in the awards and recognition that MANRO has received. Her commitment to public service is reflected in the 26 years that she has devoted to government service despite the lure of good pay and substantial benefits that she may have enjoyed working as Engineer in a private firm. An epitome of a model public servant, she has practised simplicity in life and professionalism in her dealings with people whom she has worked with.

Indeed, Engr. Etas Lenares is truly an inspiration to all of us, Dalaguetnons. Congratulations and keep up the good work!
