1. Members of the special units of the Disaster Risk Reduction and Management Council (DDRRMC) assembled early in the morning at the Municipal Hall Annex Building in preparation for Typhoon Yolanda

2. Checked and monitored on the medical teams in barangay Mantalongon and RHU 1 and 2

3. Initial assessments were the following:

 around 7:50 a.m., Mr. Rene Ambayec reported that barangays Dumalan, Babayongan, Salug, and Bulak are still with good weather

 around 8:37 a.m., Mr. Arvi Jude Villahermosa reported that in Sitio Cambangyao, Barangay Poblacion, a coconut tree was about to fall down; a request for power cut-off was sent so that the tree could be cut down

 around 9:40 a.m., Paling-paling area is still passable 

 around 9:44 a.m., Barangay Mantalongon is reported to have been experiencing increase in wind gustiness

 around 9:50 a.m., about 10 families was reported to have sought temporary shelter at the Mantalongon Barangay Hall  and about 20 families at Langkas Barangay Hall; flood reported at Barangay Salug, river still to be knee-deep

 around 10:16 a.m., Mr. Felix Omilig, Public Market Administrator, reported that in one of the stalls at the Dalaguete Commercial Center, the store’s roll-up suffered damage from the strong winds

 around 10:15, Mayor Cesante declared a forced evacuation of the residents of Sitio Cambangyao and Sitio Guiwanon and sent teams and PNP officers

 around 10:34 a.m., Barangay Casay is reported to have been experiencing strong winds but light rains

 around 11:58 a.m., reports on families who sought temporary shelter: Barangay Caleriohan – about 30 families, Barangay Tabon – about 5 families, Barangay Caliongan – about 5 families, Barangay Catolohan – about 28 families

 around 11:45 a.m., stronger winds from Typhoon Yolanda are already being experienced at Barangay Poblacion; wind gustiness was slowly decreasing until 2 in the afternoon

 around 12:45 p.m., road from Jolomaynon to Caliongan is reported to be still passable

 2:07 p.m., it was reported that at barangays Ablayan, Maloray and Manlapay, it already stopped raining

 at 2:35 p.m., PO3 Alan Sanoy and PO2 Arnel Calisang of the Dalaguete PNP provided security assistance to the municipal distribution of goods to the families who sought temporary shelter 

 around 4:23 p.m., Dr. Reynalda Compasivo reported a knee-deep muddy water at the Paling-paling area

 around 4;35 p.m., Mayor Cesante contacted Mr. Dennis Amandoron, who is based in Catolohan and is also the focal person for mountain barangays

 around 5:14 pm., Paling-paling area is flooded with knee-deep muddy water that ; motorcycles are reported to have difficulty of passing through

 about 447 families were temporarily relocated to identified evacuation centers

 Mr. Junry D. Tenefrancia, Mr. Arvi Jude Villahermosa and Mr. Almar Villahermosa conducted monitoring and inspection around the coastal areas of the municipality and around 11:00 p.m., made an ocular inspection at the Dalaguete bridge to monitor whether there is an increase in the volume of water and discovered that the southern side of the river dike suffered cracks; it is recommended for immediate repair and preventive works in order that houses, buildings and other infrastructures along the area will not suffer any damages 

 2 residential houses were reported to have suffered minor damages from fallen coconut trees; aside from the aforesaid, there were no major damages reported on other infrastructures

 food assistance was extended to 447 families (2,187 persons)
